The Position

The Environmental Health and Safety Specialist II (EHSS II) develops and implements programs and projects designed to ensure compliance with health and safety, emergency preparedness regulations and standards, and protocols. The EHSS II assists in developing proactive solutions to health and safety issues and/or regulatory requirements, coordinates compliance efforts with East Bay Municipal Utility District (EBMUD) work groups, and may direct the work of a small group of technicians and consultants.

Examples of duties include:

• Prepares accurate and complete calculations and reports and reviews a wide variety of technical studies and reports to meet EBMUD and regulatory agency requirements.

• Conducts audits of facilities, property, materials, and equipment for compliance with State and Federal regulations; issues reports of audit findings.

• Leads or coordinates interdisciplinary teams assembled to improve or update EBMUD defined standards, documentation, and/or processes and procedures to improve workplace health and safety.

• Conducts general and specific training for employees to promote a safe and healthy work environment; assists in developing new formats and content; may oversee the training provided by others including less experienced Specialists or contract providers.

• Reviews engineering plans, designs, and specifications for EBMUD capital projects prepared by others and provides recommendations to address compliance with health and safety and related issues; prepares and assembles justifications, cost estimates, and schedules for engineering projects to address specific health and safety issues.

• Monitors, evaluates, and interprets data for assigned projects and programs; prepares accurate and complete calculations and technical reports; conducts laboratory and field sampling and analysis.

• Responds to, and investigates, health and safety complaints and incidents; prepares detailed reports and recommends corrective action and preventative strategies; provides information and technical assistance to regulatory agencies and concerned public and private organizations in resolving issues.

• Provides technical expertise in conducting special studies and research; prepares reports evaluating the impact of current and proposed regulations on EBMUD operations; and recommends and assists in implementing solutions for problems.

• Represents EBMUD to regulatory agencies and public and private organizations; presents oral and written comments at public workshops.

• Remains abreast of current and proposed regulations, standards, and policies; makes recommendations on EBMUD compliance with proposed laws and regulations.

• May participate in some, or all, phases of contract administration including locating service providers; explains and prepares scope of service agreements and contracts; reviews bid submittals; recommends budgets and schedules; tracks and recommends expenditures authorization; and provides technical guidance and direction to assigned consultant or contract staff during the project.
